PIBO vs Recycler: Who Does What in Indian EPR
Clear split of duties between producers, importers, brand owners and recyclers under Indian EPR — contracts, certificates, and what each side should demand in writing.

Indian EPR only works when PIBOs and recyclers play different, documented roles. Confusion here causes failed transfers and CPCB queries.
PIBO duties
- Register as producer, importer or brand owner
- Declare placed-on-market quantities
- Meet targets via certificates
- File returns and pay environmental compensation if short
Recycler duties
- Hold valid CPCB recycler registration for that waste type
- Process waste and generate certificates on the portal
- Transfer certificates to the PIBO / PRO as contracted
- Keep processing records for audit
PRO in the middle
A Producer Responsibility Organisation can aggregate collection and certificates. The PIBO remains legally responsible for the target. Do not assume the PRO’s registration replaces yours.
